Q: I understand shippers will be responsible to provide the VGM to the carrier and terminal operator. If it is provided to our freight forwarder, may that entity communicate the VGM to the carrier and terminal operator or must the shipper do this?

A: The party responsible for obtaining and providing the VGM to the carrier and the terminal operator is the shipper identified as such on the bill of lading issued by the maritime carrier. Any other entity, including a freight forwarder, duly authorized by the shipper to obtain and sign the VGM may communicate it to the carrier and terminal operator.
